Alabama Transit Operations Management Information Center (ATOMIC)

The Alabama Transit Operations Management Information Center (ATOMIC) project was an effort to develop and deploy a custom designed, statewide transit management software for the Alabama Department of Transportation's Office of Public Transit. ATOMIC was intended to replace two (2) separate software, combining their grant monitoring and reporting functionality and integrating external back-office functions for budgeting and invoicing.
My work on this project saw me engage with each of Alabama's 57 rural transit providers to document their concerns and needs, identify external practices that could benefit the software, identify internal management functions that might be improved, and provide recommendations for change. The input I collected was documented in a Discovery Report. The Discovery Report helped ALDOT better understand and streamline their internal processes and informed software engineers' design of ATOMIC's user experience (UX) interface.
Atlanta Regional Transit Smart Card Pre-Development Research
Georgia Regional Transportation Authority | Atlanta, GA
Prior to the Atlanta region's adoption of the Breeze Card as its universal transit fare medium, the Georgia Regional Transportation Authority (GRTA) initiated an effort to standardize transit fare collection.
I served as GRTA's principal investigator of fare collection technologies and subject matter expert on cross-system fare collection, transit data collection, and technology flexibility and expandability. I also initiated a regional discussion about transit equity, particularly for "un-banked" persons, ultimately steering the region's transit provider(s) away from considering personal credit-based fare mediums.
Birmingham Xpress Bus Rapid Transit

The Birmingham Xpress bus rapid transit (BRT) is a federally funded arterial rapid transit project that connects Birmingham's Woodlawn Community on the city's east side with the Five Points West Community on its west side with service through the Birmingham City Center, University Medical District, and the University of Alabama at Birmingham.
I served as a staff member of the initial project management office and was tasked with developing the project's scope, schedule, budget, and performance measures to secure the federal funding agreement. I also led the project's operations and maintenance cost estimation process and organized the early public involvement efforts. In addition to these activities, I helped to develop the project's NEPA documentation, a Categorical Exclusion, performing the environmental justice analysis, traffic analysis, and station area land use assessment.
I also served as the task manager/principal transportation planner and analyst for an onboard survey that gathered information to inform the development of a ridership model. The task entailed designing the survey instrument and creating a sampling plan to capture demographic and socioeconomic characteristics, trip origins, trip destinations, trip purpose, trip frequency, and modes of access to transit facilities and services.
BJCTA 2018 Transit Development Plan
Birmingham Jefferson County Transit Authority | Birmingham, AL
The Birmingham Jefferson County Transit Authority (BJCTA) 2018 Transit Development Plan (TDP) evaluated the transit agency's existing bus services and identify improvements that optimized service operations, introduced new service types, and supported the planned operations of an arterial rapid transit (ART) project.
I led the work effort to create the TDP, managing the data collection and analysis efforts, and identifying and recommending improvements that optimized fixed-route and on-demand service improvements, capital improvement projects, policy changes, and intergovernmental/interagency coordination. The plan also included recommendations for a standardized bus stop design and guidance for establishing, operating, and maintaining an agency travel training program.
Birmingham Region Human Service Transportation Plan

The Birmingham Regional Human Service Transportation Plan (HSTP) identified the transportation needs of individuals with disabilities, older adults, and low-income households participating in social service programs.
I managed the development of the initial HSTP and its update, authoring the plan documents to ensure that they met federal transit requirements and enabling participating agencies were able to apply for federal funding.
Birmingham Attractions Shuttle

The City of Birmingham initiated a review of the existing public transit service connections to local historical, cultural, and recreational attractions to assess its accessibility and its ability to adequately support visitor and tourist mobility. The resulting study recommended improvements to existing services and introducing new service types specific to visitor and tourist travel within downtown Birmingham and to/from historical, cultural, and recreational attractions. Study recommendations were implemented with a new service, the Magic City Express, being the result.
I was part of the project team conducting the study and was responsible for performing the existing conditions analysis, ridership assessment, and alternatives analysis of recommendations.
ClasTran FY2020 Section 5311 Rural Transit Application
Paratransit Consortium of Greater Birmingham | Birmingham, AL
In Alabama, rural public transit service providers are subrecipients to the Alabama Department of Transportation (ALDOT), the direct recipient of federal transit funding. Rural transit providers annually apply to ALDOT for their share of federal funding through the Section 5311 Rural Transit formula program.
I worked with ClasTran's grant manager to assemble information and data into a comprehensive package and apply for FFY 2020 Section 5311 Rural Transit funding.
As a part of ClasTran's funding application, I redesigned existing advanced reservation-based service to a same-day on-demand service model, and helped identify a fixed-route corridor connecting high-traffic rural communities with job centers and the University Medical District in and around the City of Birmingham.
Federal Transit Formula Funds Redistribution

In the early 2000s, the Atlanta region added multiple public transit providers. These transit providers sought to gain a share of the region’s Section 5307 federal transit formula funds. This project’s purpose was to identify and recommend a regionally acceptable methodology for distributing federal transit formula funds among the region’s multiple transit properties.
I studied and analyzed the existing federal formula and provided an explanation to stakeholders. I also conducted a peer analysis, prepared a report documenting my findings, and submitted a recommendation for how to redistribute the region's transit money among providers. This work ultimately became the basis for Atlanta's initial federal transit funding distribution model.
